9:00 a.m. - Welcome and Introductions

9:15 a.m. -  Executive Power in the 21st Century.  This conversation will cover the authority and limitation of the Executive Branch and how the separation of powers balances the overreach.

10:30 a.m. - Break (15 minutes)

10:45 a.m. - Democracy and the Government: The Balancing Act in 2022.  The panel will explore the constitutional and political topics facing attorneys in 2022.  The speaker will also discuss ethical dilemmas representing the State on complex litigation and agency management. 

11:45 p.m. - Lunch on your own

12:45 p.m. -  Please be in your seat and ready to begin.

1:15 p.m. - Big Tech & the First Amendment: Censorship on Social Media and College Campuses. The panel will discuss the intersection of the First Amendment and social media technology.  The topics will include the current legal battles at several public and private universities, and the challenges government attorneys face representing state entities in the era of Big Tech.

2:30 p.m.  - Break (15 minutes)

2:45 p.m. - COVID and the Constitution. This panel will discuss the recent U.S. Supreme Court opinions in the OSHA and CMS vaccine cases and the Texas-wide COVID offensive and defensive lawsuits.  The discussion will center on strategic decisions in presenting these cases including the use of medical and scientific experts.

3:45 p.m. - Break (15 minutes)

4:00 p.m. - Appellate Litigation – This panel will discuss recent opinions from the U.S. Supreme Court and U.S. Fifth Circuit on constitutional law.

5:00 p.m. -  Conference Adjourns
